The Cyber Security Agency of Singapore (CSA) is proposing amendments to the Cybersecurity Act 2018 through the Cybersecurity (Amendment) Bill with the aim of ensuring that owners of Critical Information Infrastructure (CII) remain responsible for their cybersecurity as they embrace digitalisation efforts alongside external cloud service providers (CSPs) and their third-party supply chains.  

The Bill also expands its coverage to include Foundational Digital Infrastructure (FDI) and Entities of Special Cybersecurity Interests (ESCI), encompassing healthcare institutions and institutions of higher learning.  

With the proposed amendment, CIIs must continually monitor risks and defend against cyberattacks in innovative ways. They must implement strategies for critical infrastructure resilience and proactively assess, manage, and prioritise threats.
